Berlin, June 24, 1909. YOUR telegram No. 229 of the 21st June respecting Chinese loan. Baron von Schoen, to whom I communicated substance of the above telegram, remarked that he quite agreed with the statement made by you to the United States Government respecting American co-operation. His Excellency added that, so long as the agreement already concluded at Peking was not endangered, there was no desire here to oppose American co-operation.
